Wyoming, ON – At its regular meeting on Wednesday, October 5, 2005 at 12:30 p.m., Lambton County Council:

  • Heard a presentation from Ken Herrington, Senior Services Manger, who spoke about his department’s work in operating three long-term care Homes (Lambton Meadowview Villa, Marshall Gowland Manor, North Lambton Rest Home), along with Adult Day Programs and other services.
  • Directed staff to prepare a report with further information (including a preliminary design, if necessary) regarding roundabouts and whether they are feasible for installation, especially at the intersection of Lakeshore Road (County Road #7) and Mandaumin Road (County Road #26).
  • Approved that the County of Lambton not pursue a program of development charges at this time, but continue to work with the City of Sarnia using the existing arrangement to address funding needs for projects within the City and further, that the need for County development charges be monitored on an ongoing basis.
  • Approved that the policy regarding the kilometric rate to be used for reimbursement of costs associated with the use of privately owned vehicles to conduct County business, be amended effective September 1, 2005 and every July 1st thereafter, to reflect the reimbursement rate applicable for Ontario as dictated by the annual “Travel Directive” issued each April 1st by the Treasury Board of Canada Secretariat.  The new rate will be $0.455 per kilometer traveled.
  • Noted that extensive renovations were completed to the Alvinston Library over the summer months.  These renovations are nearing completion and a grand opening will be held on Friday, October 21st at 4 p.m.  The public is welcome to attend.
  • Supported a recommendation from the City of Port Colborne regarding licensing municipal museums and public libraries so that lotteries could be used to raise funds.   Current legislation does not allow for this opportunity.
  • Noted that the Lambton Heritage Museum will once again host the annual “Fall Colour & Craft Festival” on October 15th and 16th.  A large variety of crafts will be sold on-site at the museum, and the Thedford-Bosanquet Community Centre.
  • Noted that Gallery Lambton is planning a bus trip to the Art Gallery of Ontario in Toronto to see the exhibition, “Catherine the Great:  Arts for the Empire – Masterpieces from the State Hermitage Museum, Russia”.  Call the Gallery at 336-8127 for tickets and information.
  • Noted that two new exhibits will be coming to Gallery Lambton from October 8 – November 19th.  “From the Group of Seven to Erdegruppa:  In Search of the Magical and Transcendental Landscape” and “John Scott:  Through the Eyes of the Collector” will be featured.       
  • Noted that Lambton is eligible for $1.75 million of funding to provide a minimum of 25 affordable housing units under the capital Allocation Project.  Under this project, the provincial government will now match the federal funding for a maximum of $70,000 per social housing unit to increase the supply of affordable housing.  Eligible projects will be developed through new construction, acquisition of existing rental stock and conversion of non-resident buildings.   Lambton will also be eligible to receive $460,000 over a five year period under the Housing Allowance Program, which will provide a rent allowance or supplement to forty households.  County Council expressed interest in participating in both of these programs. 
  • Directed staff to send a letter to the Minister of Energy expressing disappointment in the Ministry’s decision to close Lambton Generating Station by 2007.   Council is also asking the Ministry to extend the deadline of using coal power until other reliable power sources are secure.
