Wyoming, ON – At its regular meeting on Wednesday, February 3, 2010 at 1:15 p.m., Lambton County Council:
- Heard a presentation from George Mallay, General Manager, Sarnia-Lambton Economic Partnership, who requested $950,000 in base funding for 2010, with an additional $50, 000 in one-time funding for agricultural development. The request was referred to the 2010 budget process.
- Heard a presentation from John Dickson, General Manager, Tourism Sarnia-Lambton, who requested $456,375 in funding for 2010. The request was referred to the 2010 budget process.
- Heard a presentation from Ann Stirling, Executive Director, Lawrence House Centre for the Arts, who requested $23,719 in funding for 2010 to expand after-school art programs into rural Lambton and to further expand the media arts program into the community. The request was referred to the 2010 budget process.
- Appointed Steve Arnold as Chair and Bev MacDougall as Vice Chair of the AM Committee for 2010 which oversees Infrastructure & Development Services, Public Health Services and Cultural Services.
- Reconfirmed Carolyn Jamieson as Chair and John McCharles as Vice Chair of the PM Committee for 2010 which oversees Long-Term Care, Corporate Services, Financial Services, and Social Services.
- Appointed the following Councillors to the Land Division / Woodlot Committee in addition to the Warden: William Bilton, Anne Marie Gillis, Steve Arnold and Bev MacDougall.
- Supported the submission of an application for funding under then Community Adjustment Fund for the preparation of a Tourism and Economic Development Study for the Oil Heritage District.
- Directed staff to adopt a policy / guideline regarding the development of trails on County roads that would consider:
- The preferred strategy for rehabilitation / reconstruction of the road section based on need;
- Include four (4) foot (1.2 metre) paved shoulders where there are identified trail needs be they local municipal or County; and
- Cost-sharing with local municipality for road sections that fall outside the identified trail systems but are desired on County roads.
- Removed the capital project, consisting of adding paved shoulders (to be used as bike/pedestrian trails) to Lakeshore Road, from the 2010 proposed budget and deferred the project to a future year when the road surface in this section needs to be rehabilitated / reconstructed.
- Directed staff to work with the Trails Committee to identify other County roads that may not be part of a trail system but could benefit from the addition of paved shoulders as part of the road rehabilitation / reconstruction project.
- Noted that the pm standing committee will meet at the following locations in 2010:
- Lambton Heritage Museum - May 19, 2010
- Oil Museum of Canada - June 16, 2010
- Community Health Services - September 15, 2010
- Appointed Lonny Napper to act as Chair of the County of Lambton Accessibility Advisory Committee for a one year term.
- Directed staff to open a new environmental initiative reserve and fund it in the amount of 10% of POA environmental-related fine revenues received each year and that the cost of environmental projects such as the County's Health Study be funded from this reserve as mandated by Council.
- Authorized staff to recruit 1 FTE Caseworker for the Circles program effective June 2010.
- Approved a new rental housing funding request to the Ministry of Municipal Affairs and Housing for Patrick Coutu / Jim Pumple in the amount of $981,000.00 for the potential conversion of an existing vacant downtown Sarnia building to nine affordable housing units.
