Wyoming, ON – At its regular meeting on Wednesday, March 3, 2010 at 1:15 p.m., Lambton County Council:
- Heard a delegation from Mr. Miles Vanni, Executive Director, Inn of the Good Shepherd and Ms. Kathy Wodzinski, Community Homelessness Initiative Network, who spoke to Council about an overview of the current uses of social services such as food banks and soup kitchens in the community and the impact of the economic crisis on the agencies.
- Directed staff to prepare a report addressing the issue of household organics considering:
- Typical cost of curbside organics collection (green bin);
- Current issues related to compost production and marketing;
- Update on backyard composting programs.
- Supported a request from the Municipality of Lambton Shores to ask the province to dedicate Highway 21 from Goderich to Highway 402 as the Bluewater Veterans Highway.
- Supported the Township of St. Clair's request that the County of Lambton facilitate with the Ministry of Transportation for the placement of overhead intersection lighting at the intersection of Highway 40 and Bentpath Line.
- Directed staff to implement a number of changes relating to the policy for land purchases for road widenings on the County Road System. Some of those changes include the increase in purchase prices for necessary lands such as:
- $3,000 / acre for bush or swamp land in agricultural areas.
- $4,000 / acre for untiled agricultural land
- $6,000 / acre for improved and tiled land
- $10,000 / acre for individual severed agricultural land and for farm residence areas
- Directed staff to renew the contract for 9-1-1 Central Emergency Reporting Bureau call-taking service with the Ontario Provincial Police for a further three-year term to May 3, 2013 on the same terms and conditions as the original contract.
- Directed staff to place a heavy truck traffic restriction (Option 2) on roads that connect to County Road 7 (Lakeshore Road) including:
- County Road 11 (Aberarder Line) - County Road 7 (Lakeshore Road) to County Road 30 (Oil Heritage Road).
- County Road 12 (Townsend Line) - County Road 7 (Lakeshore Road) to King's Highway 21 (King Street)
- County Road 26 (Mandaumin Road) - County Road 7 (Lakeshore Road) to King's Highway 402
- County Road 30 (Oil Heritage Road) - County Road 7 (Lakeshore Road) to County Road 11 (Aberarder Line)
- Directed staff to implement other truck traffic restrictions including the designation of the following roads as a Prohibited Highway 1 which restricts trucks that have a GVRW in excess of 28,600 kg (63,052 lb.) unless they have a pickup or delivery within the municipal boundaries of Lambton County:
- County Road 16 (London Road) - County Road 33 (Front Street) to County Road 22 (London Line)
- County Road 25 (Confederation Street) - Ontario Street to Christina Street.
- County Road 29 (Indian Road) - County Road 25 (Confederation Street) to County Road 7 (Lakeshore Road)
- Reconsidered and rescinded motion #5 from the February 3, 2010 Council meeting which placed truck traffic restrictions on Petrolia Line from Oil Heritage Road to Mandaumin Line.
- Supported a resolution from The Corporation of the Town of Gravenhurst, requesting the Premier of Ontario be petitioned to take the necessary steps, in a timely manner, to amend the Ombudsman Act to include hospitals under the jurisdiction of the Ombudsman.
- Approved a report regarding pre-qualified bidders as prepared by staff for the development of affordable housing on the former Marshalll Gowland Manor site in Sarnia.
- Noted that Council will meet on Wednesday, March 17, 2010 at 9 am to begin deliberations for the Corporation's 2010 budget.
