Wyoming, ON – At its regular meeting on Wednesday, June 2, 2010 at 1:15 p.m., Lambton County Council:

  • Heard a presentation from Councillor Gord Perry who spoke about the Mililons Step Pedometer Challenge for Councillors.  Councillor Perry issued a challenge to Councillors, asking them to log their daily steps using a pedometer for the month of June.  The goal is to reach 10,000 steps per day, which is defined as 'active', and collectively determine how many millions of steps they walk in the month of June.   He also asked Councillors to challenge their local municipal Councils to complete the same task.
  • Heard a presentation from John Innes, General Manager, Financial Services, who spoke about defaulted fines and the tax roll.
  • Received an update from April James, General Manager, Cultural Services, who informed Council about the progress related to the construction of a new public art gallery.    The demolition of the attached Annex Building is set to begin June 7, 2010.
  • Received an update from the Housing Services Department concerning the construction of a new affordable housing building at 993 Maxwell Street, Sarnia.   Henderson Builders Limited was chosen to undertake the $8,971,000 (plus taxes) construction project.
  • Approved a motion to maintain the principles of the City / County restructuring and subsequent agreements and that the funding of the Building Services Department remain at a mix of 25% levy and 75% recovery in future budgets in the spirit of the 1990 letter to the Minister of Municipal Affairs respecting County restructuring.
  • Approved a motion to continue having the County participate in activities relating to re-inspection initiatives concerning septic systems and await further direction from the province prior to implementing a re-inspection program County-wide.   Council also directed staff to work with Lambton Shores' Council / Staff to develop a re-inspection program that meets the needs / goals of Lambton Shores with all costs associated with the implementation / enforcement of such to be the sole responsibility of Lambton Shores, through a prescribed user-pay program.
  • Directed staff to apply for funding for the purpose of collecting, collating, compiling and formatting bridge asset and condition data, and agree to submit bridge asset and condition data for inclusion in Municipal DataWorks by March 31, 2011.
  • Directed staff to update the previous report regarding the feasibility of County development charges that would assist in funding development related improvements such as County roads, for consideration at the January 2011 Committee meeting prior to Council's consideration of the 2011 budget.
  • Passed a motion to support community pharmacies and the valuable front line health care they provide to residents, and directed staff to ask the province to sit down with pharmacies and determine a solution to the current problem.
  • Endorsed an initiative by Community Legal Assistance Sarnia (CLAS) that will address accessibility to legal services for off-reserve First Nations members.  Working in conjunction with existing agencies, CLAS' proposal may allow a change in attitude toward the justice system and be of benefit to the community at large.  CLAS proposes an off-site location would be beneficial in offering advice, education and support to individuals prior to attending CLAS.  
  • Noted that a number of municipal events will take place on Saturday, June 12, 2010 including:
  • The Opening of the new Farmers' Market in Petrolia.
  • The Opening of the Oil Springs Historical Trail / Old Mill Trail in Oil Springs.
  • The Unveiling of a new fire truck in Camlachie.
  • Ratified a collective agreement with CUPE Local 1291 representing employees in the Community Health Services and the Child Health & Dental Services Departments and ratified a collective agreement with LCEA - CNFIU Local 3020 representing workers in libraries, museums,and the provincial offences court.**
