Purchasing Policy

The County of Lambton's Purchasing Policy was adopted by Council via By-Law in February 2003. The policy is intended to provide staff with a complete set of rules, procedures and guidelines which should be used when purchasing goods and services.

The Purchasing Policy is intended to assist all who purchase on behalf of the County of Lambton. It strives to ensure that all facets of buying are completed in a professional manner and that the purchasing process is open and competitive.

The policy identifies the following:

  • Identifies dollar thresholds and required approvals for purchases;
  • A Code of Purchasing Ethics;
  • Standardizes Quote, Proposal, Tender and Contract documentation;
  • Centralizes the purchasing function of items common to more than one Department;
  • Describes the methodology for obtaining competitive bids.
